Questions

Why can an image miss a very small target?

Some dimensions contain too much detail for the selected format. Resize the image as well, or use JPG/WebP for a smaller result.

Does compression change the dimensions?

Not by itself. This tool first adjusts encoding quality; use Resize images when the pixel dimensions must also change.
